Richard A. Serra, President and Chief Executive Officer

As founder, principal, President and Chief Executive Officer of Allpro Parking, LLC, Rick brings with him more than 40 years of parking management experience. Starting Allpro Parking with one Buffalo parking facility in May 2000, Rick has overseen the company’s growth starting with Buffalo and expanding to the various markets currently operating in New York, Ohio and Pennsylvania.

Rick initially began his career in the parking industry for Allright Parking in Boston, MA. During his career, his dedication and knowledge of the industry quickly earned him promotions to Field Manager, General Manager, and City Manager, ending ultimately as District Manager, where he was responsible for the overall operational management of parking facilities in Buffalo, Rochester, and Jamestown, New York.

Rick has earned a Certificate of Completion from the State University of Buffalo School of Management, Center for Entrepreneurial Leadership CORE Program, and received his Associate degree from Graham Junior College where he studied Communications/Radio Broadcasting.

In his role as President and CEO, Mr. Serra oversees the company's strategic initiatives that are focused on the company's future, guides the company and employee culture towards success, oversees the development of the human capital plan for the future, and coaches the leaders of the business development, operations and accounting departments. Rick values and instills a sense of community and civic awareness and involvement in his management team.


Craig E. Barber, Senior Vice President and Chief Operating Officer

Craig earned his Bachelor's degree in communications from Syracuse University with graduate studies at the State University of New York at Buffalo. Craig brings over 38 years of practical parking management experience to Allpro Parking. Craig's career has been marked with continual growth and responsibility that included serving as the Executive Director of the City of Buffalo’s Board of Parking. He later became Vice President of Operations for Multiple Parking Service, Inc., which was sold to Allright Corporation resulting in his promotion to Regional Vice President in 1990. Craig has held posts with senior management responsibility for both Allright Parking and Central Parking System throughout the North Eastern, Mid-Atlantic and Mid-Western United States, Eastern Canada, as well the Washington, D.C. metro area, Virginia, and Maryland. Craig joined Allpro Parking, LLC in 2006.

Craig recently served as the President of the New York State Parking Association (NYSPA). He is currently on the Board of Directors for the National Parking Association (NPA) and a member of the Ohio Parking Association (OPA).

As Senior Vice President and Chief Operating Officer of the company, Craig has full administrative authority for all facility operations, client and business retention, personnel, and new business development for Allpro Parking, LLC and its subsidiary companies.


Brian D. Dusenberry, CPA, Chief Financial Officer

Brian brings over 35 years of experience in the public sector as a Certified Public Accountant and in the private sector as a Controller and Chief Financial Officer for companies in the technology, distribution, transportation, health care, and internet fulfillment industries. After graduating from DePaul University in Chicago with a Bachelor’s degree in accounting, Brian spent the next 13 years in public accounting where he managed accounts with revenues in excess of $75 million – some with international affiliates – and specialized in forecasts and projections.

In the private sector, Brian served as the Senior Financial Officer, focusing on strategic and operational initiatives including the development and direction of strategic business plans creation of key financial and operational analysis, and the establishment of operational benchmarking and measurement.

Brian joined Allpro Parking, LLC in May 2006. Brian is currently a member of both the American and New York State Institutes of Certified Public Accountants, serves on the Board of Directors of Junior Achievement of WNY and is a JA volunteer classroom teacher to middle and high school students, a member of Working for Downtown and was the past President of the Theatre District Association of WNY for four years.

Brian moved to Buffalo in 1983. Since that time he has been involved in a variety of community organizations and events. His professional and personal affiliations include:

His responsibilities for Allpro Parking include:

  • Oversight of all financial, accounting and IT related functions of the company including the conversion to and implementation of a new information system
  • Analysis and preparation of all external financial statements and tax reporting
  • Analysis and preparation of all internal management reporting
  • Establishment of internal accounting policies and procedures
  • Direct process improvement initiatives and strengthen interdepartmental communication
  • Preparation of budgets and projections
  • Participation in strategic planning and establishment of company goals and objectives

Patrick H. Phillips, CPP, Vice President

Patrick began his parking management career in 2000 as a Facility Manager, and later became the Area Manager in Washington, DC. While in DC, Patrick specialized in Class A office building parking management and retail parking operations, emphasizing customer and client service. In 2004, Patrick furthered his experience in parking by accepting the role of General Manager in Syracuse, NY overseeing a variety of properties including the Syracuse Airport, City of Syracuse Municipal Parking Garages, as well as several medical and hospitality parking operations.

In 2008, Patrick returned to his native Buffalo, New York to become General Manager for Allpro Parking, LLC. During his tenure with the company, he has been instrumental in the design, purchase, and installation of new technology and automation of multiple parking facilities. He has lead the Allpro IT initiative by employing more streamlined processes while enhancing the customer experience. His technological implementations have generated additional value for clients and increased overall customer service and satisfaction for parking patrons.

In May 2017, Patrick joined the executive leadership team as Vice President of Allpro Parking, LLC.  Patrick now has oversight responsibility for all company operations, business development, technology and human resources.

Patrick earned his Bachelor’s degree in Political Science and American History at Buffalo State College.

LEADERSHIP TEAM


Daniel J. Lassiter, CAPP, CPP, Director of Business Development and Client Relations

Having joined Allpro Parking in 2013, Daniel brings over 28 years of parking and hospitality management to Allpro Parking. Daniel started his career first in hospitality management where he developed the skills necessary to assess clients’ and customers’ true needs and expectations. In 1995, Daniel entered the parking industry and was able to quickly adapt to all emergent situations, directing resources where required in order to meet goals by maintaining well organized teams, cultivating awareness and self-actualization of personnel, and building increased investment in operations and organization.

During the past 20 years, Daniel held general and regional management positions in diverse markets including Nashville, TN; Louisville, KY; Columbus, OH; Charlotte, NC; Washington, DC; Baltimore, MD and Chicago, IL. This level of expertise, both from the client and operations perspective, allows Daniel to lead Allpro Parking in delivering industry Best Practices.

Daniel is a member of the National Parking Association, the International Parking Institute, and the New York State Parking Association where he serves as the Vice President of the Board of Directors. Daniel earned his Bachelor’s degree in Business Administration from Franklin University.


Daniel G. Schmidt, BS, MS, CPP, Director of Operations

Dan Schmidt began his parking career in 1981 as a parking attendant in Rochester, NY. He has spent the better part of 32 years perfecting his parking skills and business acumen. Having worked in a variety of parking markets in the Northeast, Midwest, West Coast and Canada from 1981 through 2004, Dan took time away from the parking business to pursue both his Bachelor’s and Masters of Science degrees. From 1999-2002 he worked for the Government of Singapore, North American Operations and a Canadian Parking Operator.  From 2002 until 2010 Dan was the Vice President of Operations at Apple A Day Massage, Inc., a full service Integrative Medical Clinic. He is also an Acupuncturist and Massage Therapist.

In October 2012, Dan relocated back to Rochester, New York. He joined Allpro Parking, LLC in 2013 as the General Manager for Rochester, and in 2015 attained the position of Regional Manager overseeing all of Allpro Parking’s Eastern New York operations.  In May 2017 Dan was promoted to Director of Operations for Allpro Parking and will oversee all operations, quality assurance programs, education, and training of management staff. Dan is a member of the Mayor's Council on Parking in Rochester, NY, and a member of the Ithaca Parking and Transportation Advisory Board.  He holds memberships in the National Parking Association, the International Parking Institute, the New York State Parking Association and the Rochester Downtown Development Corporation.


Thomas R. Eckl, CPP, District Manager

Tom brings more than 39 years of progressive operations management experience in the parking industry. In February 2015, Allpro Parking, LLC acquired Eckl Parking, expanding our line of services into the Ohio market.

Tom began his career in 1977 as a part-time parking lot attendant and quickly moved through the ranks, holding positions as zone manager, area manager, Vice President, President, and most recently, Partner of Eckl Parking Company, LLC in Columbus, Ohio. Tom’s experiences have been concentrated in the valet sector. His operations are recognized as providing first class service while enhancing the user experience.

In his current position, Tom is responsible for quality assurance, client relations, contract negotiations, human resources functions, and fiscal management. He is very active in the local community, serving as past Grand Knight of the Knights of Columbus, is a Eucharistic Minister at St. Matthew Parish, and aids in the development of young men as the head golf coach at St. Francis DeSales High School. Tom is also a member of the Ohio Parking Association (OPA) and the National Parking Association (NPA).


Jacob Ciulla,  CAPP, CPP, District Manager

Jacob Ciulla (Jake) began his career in the parking industry in 2012 shortly after earning a Bachelor of Science degree in Business Administration from the State University of New York at Buffalo.  Jake was recruited by Allpro Parking, LLC into its Manager in Training (MIT) program, working from the Buffalo, New York offices.  During the 36-week MIT program Jake studied and learned many different aspects and verticals of the parking industry including surface lot operations, garage management, valet parking services, event parking, hospitality parking and more.  He mastered many of the parking management and accounting tools and techniques utilized by Allpro Parking, and most importantly he quickly acclimated to the Allpro Parking culture of meeting client expectations, exemplary customer service, responsiveness, utmost ethical conduct, and open communication.

Upon completion of his MIT training Jake relocated to Yonkers, New York to open the Warburton Garage in cooperation with the National Development Council.  In 2015 Jake was promoted to Senior Project Manager assisting in the management and oversight of the Long Island Railroad portfolio of properties in addition to the Yonkers facility.  In 2017 Jake was promoted to District Manager expanding his role and responsibilities in both operations and business development.

Jake has earned his CAPP (Certified Administrator of Public Parking) designation from the International Parking Institute, and his CPP (Certified Parking Professional) recognition from the National Parking Association, and he is a Parksmart Advisor.  He is also an active member of the New York State Parking Association.


Richard A. Doetterl, Jr.,Business Intelligence Analyst

Mr. Doetterl joined Allpro Parking, LLC in 2000 during the first year in business and returned in 2008 after a brief leave of absence. Rick "D" brings over 25 years of parking management experience to Allpro Parking. 

Beginning his career in 1986 in Denver, Colorado, Rick has held various management positions with major national and international parking companies including that of operations auditor for facilities throughout the United States.  He was regional manager for operations in Rochester and Syracuse, New York and Pittsburgh, Pennsylvania.  In his role as vice president of operations for Allpro Parking, Rick was responsible for client relationships, marketing and promotional campaigns, as well as overseeing the company’s risk management, human resource, and quality assurance departments.

Mr. Doetterl's professional affiliations include:

His Allpro responsibilities include:

  • Manage Allpro Parking’s operations at peak efficiency; utilizing best practices operational controls, procedures and proven systems
  • Offer Advice and direction on business matters, including operational policies and procedures, new business initiatives and management of existing client business relationships
  • Collaborate with the President and Senior Vice President to establish and accomplish organizational goals, objectives and strategic plan

Patricia M. Flaherty, SHRM-CP, Human Resources Manager

Patty returned to the parking industry when she joined Allpro Parking in February 2015 as the Human Resources Manager. Patty brings with her over 15 years of Human Resource experience, and has extensive knowledge in the service and healthcare insurance environments. She holds a Bachelor’s in Communications and a certification in Human Resources Administration from the State University of New York at Buffalo, and is a member of the Buffalo Niagara Human Resource Association, National Society of Human Resources Management (SHRM) and Women in Parking.

Starting her career as a consultant to the President of Olympic Managements Systems, Inc. where she focused on policy communications and employee relations activities, she lead programs that developed, monitored and measured employee incentive and training initiatives. Patty later served in the roles of Personnel Director for offsite airport parking operations, and Benefits Specialist and Human Resources Operations Administrator in the healthcare field. She has mastered many core competencies and characteristics that have resulted in her ability to prioritize, collaborate, empower and adapt. Her excellence in fast-paced and rapidly changing environments has given her the ability to quickly become an integral member of the Allpro team
